Added capacity and improvements to one of the UK’s busiest and most important roads

With responsibility for the 30-year, M25 Design, Build, Finance and Operate (DBFO) contract, Balfour Beatty Investments is committed to helping the Highways Agency deliver on its promise of safe roads and reliable journeys. 

Balfour Beatty Investments is responsible for routine maintenance and operation of the network, as well as management of the whole life requirement of the asset. This role includes identifying ways of reducing delay and improving journey time reliability. In addition, to complement our commitment, Balfour Beatty Investments is implementing a plan of management and design for renewal and improvement works. 

The initial phase included 36 miles of widening prior to the London 2012 Olympic and Paralympic Games with the subsequent phase being undertaken on further instruction from the Highways Agency. Initial design work has now commenced on this second phase which includes:

  • Refurbishment of the Hatfield tunnel, a major highway tunnel ¾ mile in length, including the redesign and replacement of lighting and ventilation systems
  • Operations, maintenance and lifecycle replacement responsibility for the entire 250 mile network, consisting of the the main orbital M25 and a number of sections of the arterial routes in and out of London that cross the M25
  • Operating the Dartford River Crossing, a major tolled tunnel and bridge crossing the River Thames, including revenue collection and accounting on behalf of the Highways Agency
  • Taking over the existing eight maintenance depots on the network and development and commissioning of a further depot and operations site for the SPC and the operator
